It refers only to freely available fixpaks. New fixpaks will continue to
be developed for customers with a support contract. FP16 is already in
progress.

This is not true. FP15 has been released and does not include LVM
support.
You might be thinking of the Merlin Convenience Pak (MCP) which is
available including in Software Choice. This does have LVM support.
There is also eComStation (eCS) from Serenity Systems. This is
essentially a repackaged MCP with additional bundled software. This too
include LVM support.
MCP will eventually have its own series of FP's.
