I've barely had a chance to skim the main page, but this looks like a pretty
comprehensive site devoted to this topic. Of the two items Lutz Geyer sent me,
one is built around the utilities SAR.EXE and DELAYST.EXE (I believe this one was
a total bust for me), and the other is based on BPPATCH.EXE. Both may be
represented on that site somewhere, but I'm pretty sure I saw the last one there.
In any case, let me know if you want them.

BREMZE, the general program-slower I referred to, is available from various
software repositories, but the author's home page can be found at:

http://ansis.folklora.lv/bremze/

There is a trial version available, and I think a registration runs approx. $10.
