How do I tell a window that I always want it to be on top?

Dallas sent me a neat way to start Pulse and it now fits on my task bar,
but if I click on any other taskbar icon then Pulse becomes hidden and I
want it to always be visible.

Now I can simultaneously see cpu usage *and* the free space on a hard
drive. Joy, joy, joy.
