If nobody comes up with a better idea, try reinstalling RSJ. If RSJ has
a "remove" tool, use it to make sure your config.sys and *.ini files are
"cleaned" of RSJ stuff.
Also, is it possible that LOCKCDR.FLT has to be before or after some
other driver? Might you somehow have gotten it out-of-sequence with
something else? (A reinstall of RSJ should fix this if it's the case.)
