You need to restore the entire \Desktop tree.
In case you don't know, all the desktop backup solutions that work backup:
- the tree
- os2.ini
- os2sys.ini
- scenter.cfg
- dock*.cfg
Some also backup config.sys and autoexec.bat, but that's not as critical.

This just is the WPS's way of saying your WPS setup is hosed.
