None of the above. The .LONGNAME EA is used, if present, when the WPS
wants to display the name of of filesystem object. It may or may not
match the physical file name. When you change a file name in the WPS, the
WPS always changes both the .LONGNAME EA to match the file name. When you
change the name from the command line with CMD.EXE or with many PM
filemanagers, only the physical file name is changed.
It does not have to be this way. I have code that sets the .LONGNAME EA
without disturbing the physical file name. That way I get useful titles
on the screen with all the benefits of name renaming the original file.
Also, 4OS2 fully supports the .LONGNAME EA from the command line.
