If you used to have the email address ray@oldisp.net and you now have
the email address ray@newisp.net, and you want any mail sent to
ray@oldisp.net redirected to your new address, you'll have to pay the
old ISP to keep that account open.
The DNS servers work at the domain level only, so they won't be able to
distinguish between the different email accounts at oldisp.net -- the
only server that can make that distinction is the oldisp.net mail
server.
