Even if you use the IDE, it's better to start the sessions from program
objects that invoke the appropriate startup .cmd files.

There's really no way to define the setup for more than one compiler in
config.sys. There are too many shared environment variables. It gets
even worse if you are running multiple versions of the same compiler.
