With long distance rates down to .07 cents a minute, I just call my local
ISP dial-up number (it comes as an extra service with my DSL service, you
know, for backup) instead of trying to find a local number that works in
each city.

I use Injoy and put in ATDT plus the 800 number for my long distance
service, plus enough commas to wait for the operator, then put in the PIN
plus a few more commas and then the local San Diego number (I do it with a
word processor and copy it to the clipboard so I can just paste it in). I
can check e-mail from anywhere in the country for pennies.

I don't know if you can do that in Win 98, but I assume there is a
terminal mode you can use?
