Thanks, I downloaded it and "almost" have it working. :)

I'm getting an error message when I run man.exe.
Below is a DIR of the man pages I want to see plus
the error messages I get ("couldn't stat file" and
"no manual entry"). (What is "stat file"?)

My *guess* is that I need some more parameters on the
command line -- any suggestions? There isn't any
documentation with man11 to show how to use it, and
"man -?" doesn't show any way to specify a file name
(unless I'm too dense to figure it out):

Here's the man files I want to display:

[H:\os2skye.src\Normalize.src\Normalize-073.src\normalize-0.7.3.2\normalize-0.7.3\man\man1] dir

N nroff : set nroff command (groff -Tascii -man)
P pager : use program `pager' to display pages
S list : colon separated section list
p string : string tells which preprocessors to run
e - [n]eqn(1) p - pic(1) t - tbl(1)
g - grap(1) r - refer(1) v - vgrind(1)
