I do not think so ...  
... I do more think to opposite way: NVC, not the system tools,  
are causing it !  
 
Since years I was not having troubles like this even using  
UniMaint and CheckINI ;-)  
Sometime ago I already had installed NVC V 4.x and had some  
troubles too but forgotten ;-(  
 
Now with NVC 5 I thought I'll give another try which, we see, was  
not very lucky ;-((  
 
I know from earlier and from a product presentation that NVC is  
deeply system integrated ...  
... the first display in theSystem Boot is from NVC and there is  
a process called Zanda   
running all the time.  
 
You can kill ZANDA.EXE (SET SCKILLFEATUREENABLED=ON) but the  
behavior does   
not change and with removing NVC I also noticed why:  
There are active DLL's and you cannot delete it from the active  
partition itself ;-(((  
 
I would agree fully with and appreciate your idea:  
Let NVC run and if neccessary do stop it ;-)  
 
Seems impossible and at the moment I do not have the pleasure tor  
reinstall and retry ;-|  
 
You saw it: I also wrote to Norman and now I am looking of their  
reaction to my message !?  
 
I have to stop here ...  
... need to prepare my system for the monthly backup !

I know that you are happy that you fixed that problem. I'm just  
guessing  
here, but could it be that programs like UniMaint, Cleanini and  
Checkini  
do not work properly, if certain other programs are running (like  
antivirus)? Ever thought about leaving NVC on your system, but  
closing  
it down, first, before using  UniMaint, Cleanini and Checkini?  
That  
might work?
