I think it's

\OS2\DLL\DOCK*.CFG
\OS2\DLL\SCENTER.CFG

but you should save the current files so you can restore them if the
backup copies don't work.

(Actually, I think only the DOCK*.CFG files pertain to the toolbar but
SCENTER.CFG may have a relevant count or pointers or something. Have
fun experimenting.)
