The first thing the current owner does is transfer the name to you.
Once the domain is yours, if you don't want to use the domain's current
registrar (Verisign?) you can ask any other Registrar to take over the
name. They'll then contact the current registrar (Verisign?) to
initiate the transfer. This process does *not* always go smoothly so if
there are problems just be patient and keep working on it.
The cheapest domain name registrar I know of is
http://www.godaddy.com/
Contact them (there's a web page for questions) and ask how to transfer
a domain from Verisign.
