Bingo! Click on Command and enter PAGEBREAK, and an 0Ch is inserted.
The *data* portion of the file is exactly the same as when I entered the
0Ch using Alt-12, but the Extended Attributes portion is no longer 0
(and I know that's where EPM stores its formatting info).
To verify, I ran EAUTIL /S and removed the Extended Attributes. Bingo
again! The 0Ch no longer causes a page break.

That's probably true, but I want formatted mode and PAGEBREAK (thanks
again) is the answer.
