Mozilla works better than Netscape, overall.

FWIW, I just downloaded the .pdf with no problems. I suspect it's just
something Butch did. Since he did not really explain very clearly how he
caused the problem, we can only guess. There are several ways to request
a download and there are several ways to configure Mozilla to respond to a
download request.
