I also do have an SMC 7004 BR ;-)

Its FW is 1.94a and on and off I also do have some cuts off to my
ISP !
Switching OFF / ON does not help ...
... I have to switch OFF the Cable Modem for 2-3 minutes and
switch ON
again top make it working properly ;-(
Even so I do have the same IP address since very long time !!

In SMC's "Primary Setup" the button "Renew IP Forever" is
switched ON !!!

Connected to the SMC 700x BR Print Server's PP is a Canon
BJc-6100.
It works very well and automatically powers ON if needed and OFF
after
the preset 10 minutes after last use: very comfortable ;-))

However the only problem is: It is quite slow with printing but I
accept so !

I have the plain BR, and fixed IP on DSL, but it sounds like
your
DHCP lease is somehow not being renewed from RR. You could try
rebooting just the SMC7004ABR, to narrow down the problem.
My SMC has a power switch on the side.

aside:
FWIW, I shut down _EVERYTHING_, printers, network, print servers,
hub,
DSL modem, router when I shut down, about twice a day.
Everything is
on power strips: one for the network, and one for each of three
machines.
And each of these branches has it's own UPS, always powered on.
Power strips are after the UPS, and become unloaded after a
shutdown.
[I don't need/choose to keep the machines running unattended.]
