There's a defragger in Graham 2.0 lite (hpfsdfrg.exe):

I've used it many times and it seems to work OK. It
alone was enough to get me to buy the full-up version.
Also, you might try hpfsopt.exe from Mark Kimes' FM/2 Utils:

Good news! I've heard that Mark Kimes FM/2 (File Manager/2)
itself may soon be available without the registration requirement,
since Mark has abandoned it. Rumor has it that some SCOUG folks
are implicated in its rebirth Meanwhile, version 3.01 is at:
http://hobbes.nmsu.edu/pub/os2/util/browser/fm2_301.zip
if you'd like to try it, in anticipation. (It may even be
possible to become a beta tester, even at this late date.)
