I, too, would like to implement the described solution
on wife's Win98 machine/laptop.

I did something similar, but not as elegant or comprehensive,
on my machine at work some time ago, but did not keep it
when I left. I put the commands in autoexec.bat (for Win98)
but was foiled when IE got upgraded and the target location
was moved.
