Yes. There are a couple of enhanced startup folders with configurable
delays. XWorkplace comes to mind. There are also several on Hobbes:

lanstart.zip 22755 1995/01/30 Startup folder that only starts after
network is up
sfutils.zip 190400 1997/04/30 Startup Folder Utils-Apps wait for
network drives after boot
sets.zip 48330 1999/09/13 Start programs after startup(set day
+ delay eg adj clock).
rxast180.zip 201739 2001/04/24 RexxAutoStart - Startup utiliy

One of these might work for you.
