Try XWorkplace. You can get it from the NetLabs website:
http://projects.netlabs.org/
XWorkplace has both a startup folder and a shutdown folder. You can set the delay for
the first program to start in the startup folder. You can set the amount of delay between
all the programs in the folder. You can set the order of startup for the programs.
