FWIW, what I did was:
Add to Config.sys:
Set Mozilla_home=x:\mozilla\mozprofiles
Then backup:
\mozilla\mozprofiles
\mozilla\plugins
Then delete every vestige of Mozilla 1.4.x (the vacc install)
Then unzip the 1.6b zip file.
Restore the mozprofiles and plugins subdirectories
And everything should work.
(I also deleted xul.mfl as per Steven's suggestion).
