Your URL is incorrect. Use:

My first suspect would be some sort of driver related overrun error.

Did you can COM drvers when you installed PMFax on the new box? With
PMFax you have several choices. You can use their version of COM.SYS or
IBM's COM.SYS or SIO2K. Which one works best depends on the specific box.
