I wrote to Brandon Allbery about his "trick" technique
(see link in previous post) to get long filenames from
Win98 over the network.
Below is his reply. I believe this is why I thought
that some patch to a Win98 driver might fix the problem.
In times past, Brandon was a regular contributor to the POSSI list.

I got it to work with Win95, but the trick broke with Win98.
I don't think anyone has figured out what magic NetBIOS protocol
level Win98 is looking for.
