Anybody interested in the internet RFC process, please see
http://www.ietf.org/tao.html. Chapter 6 describes RFCs and how they are
published. I've never heard that money or muscle have any influence on the
IETF process. RFC 2505 has a good 1999 Swedish discussion on spam.

And I thought it all came from Sweden. But I never read it.
