In general, you don't need to have Mozilla in PATH or LIBPATH, although it
is a good idea to define:
MOZILLA_HOME
in config.sys so that you can reuse profiles after upgrades. See:

This does not look/sound right. Are you saying the name of the executable
file is:
"c:\mozilla.org\mozilla\mozilla 1.21"
or is the title of the object:
Mozilla 1.21
Both are odd. If the former is true, you renamed the excutable somehow.
If the latter is true, that not the normal title.

It was blasting here too. We got some flickers, but power stayed up.
Assuming your .exe is really:
c:\mozilla.org\mozilla\mozilla\mozilla.exe
Your script should read:
c:
cd \mozilla.org\mozilla\mozilla
mozilla %1
pause
Your ICE setting in Options -> Settings -> Advanced should be:
c:\mozilla.org\mozilla\startmozilla %s
The pause statement will allow you to check your work. Once you get all
the typos corrected, delete the pause statement.
You can use the same:
c:\mozilla.org\mozilla\startmozilla %s
as the Viewer command for text/html in Options -> MIME -> MIME
Associations.
