Next step is to determine if you have a DLL conflict or a missing DLL.
Try pmdll on ibmcom.dll just to be sure it can be loaded, although I doubt
this is your problem.

Next is to backup config.sys and edit it, removing all references to java
1.1.8. The v1.1.8 DLLs are not supposed to conflict with v1.3.1, but you
never know.
