It's possible, although nothing jumps out. CLASSPATH looks a bit busy.
Let's start with a simpler CLASSPATH to see if the conflict is there.

From the command line:

set CLASSPATH=.\.;

Then try to run porttest.

If it still fails, run:

psfiles

and see if the COM ports are in use by some app.
