IPTRACE comes with OS/2. There is a second program that comes with
IPTRACE called IPFORMAT. IPTRACE captures binary data; IPFORMAT
converts the binary data to "human readable" form.

There is online documentation for both programs. Go to Assistance
Center -> Information -> Reference and Commands -> TCP/IP Command
Reference and then look for it by name.

Many news servers require you to sign in with a user name and password.

Cox is a national telecommunications provider. I don't know if you can
access their news server from outside their IP range, but it won't hurt
anything to try.
