I never needed to look at this all that closely. I just knew that the DNS
always returned all the answers in a single packet. The responses are
ordered by preference. Randomizing those with the same preference level
definitely makes sense. The modulo sequence makes sense too if all you
are interested in is distributing the workload.

Based on your nslookup output, I would be surprised it it did not. What
you can't tell is if there are intervening requests from other hosts.
That would explain the skips in the sequence.
