I'll say it again. You can't do that unless you have a copy of the TCPIP
v4.1 installation package. The only way to get the package is to have SWC
or to have downloaded a copy when IBM accidently posted it on a public
server.

You misunderstood.
If you don't have access to the v4.1 package, then you should just update
your 16-bit TCP/IP to the current level. This is done with UN_0980 and
and/or with the individual fixes listed on Oliver's site.
