This is easy to do with some limitations. Set RUNWORKPLACE to cmd.exe
then have startup.cmd invoke pmshell.exe. If the WPS dies, you will have
to restart it yourself.

Another option is to set PROTSHELL to cmd.exe and bring up the first
instance of pmshell when you are ready.
