They are TCP/IP API return codes and relatively standard across platforms.
They are documented in the TCP/IP Programming Reference which you should
have installed.

10060 is connection timed out

10061 is connection refused

For debugging this stuff, at least for simple, low traffic cases, iptrace
is your friend.
