You can do all this, I believe you missing the point why a server needs a
static IP. The rest of the world will have a hard time finding the server
if it does not have a static IP. There are workarounds such as dyndns,
but none are as convenient as a static IP. What's going on inside your
intranet is irrelevant. The rest of the world can't access these
addresses directly. Also, most internal networks use address in the
10.x.x.x or 192.168.x.x range and these are useless outside yor intranet
because no correctly configured router will pass them through to the
outside world.
