Could BlueCAD be a solution ? You may give a try to find out !?

BlueCAD has an OS/2 version which is Freeware now !

Subject: SCOUG-Help: OS/2 or Win3.1 vector drawing s/w?

So far I have failed to find software I need for following requirement
and would welcome suggestions from the cognoscenti here.
Need:

1 - Capable of multiple layers (at least two)

2 - Capable of importing a bitmap to at least one layer (can be b/w or
grayscale)

3 - Draw vector shapes which can be filled and used to mask underlying
bitmap.

I used Micrografx for Win3.1 which can do all the above except (I may
be doing something wrong!) the imported bitmap
which at 300x300 is 8.5x11" turns out to be 20x24 inches in Micrografx,
so there is some scaling problem. Also I
can find no way to zoom out so that the entire 20x24 image is viewable
on screen so I can create the vector mask.
If I scale the image to 40% in PMView, Micrografx refuses to import it.
Micrografx will import a 40%-scaled image from
my trusty old Graphic Workshop for DOS, but for some reason it acquires
the jaggies in Micrografx when I export
as a bitmap after being masked.

If someone has the answers to my Micrografx mishaps I'd welcome that;
otherwise what OS/2 or Win3.1 software
(I could run under WineCS) could I use?

Failing this I will have to open up my box of CorelDraw and learn that.
