I suspect you did something to break the Netscape LIBPATH setting. The
directory containing mozilla.dll and the other netscape DLLs needs to be
in LIBPATH. For you, this will be:
H:\NETSCAPE\PROGRAM

>H:\netscape\program\netscape.exe.
That will work as long as you can do:
cd h:\mr2i
netscape
an Netscape starts.
