You could try a fully specified TZ value. See below.

Exactly. The first requirement is to determine where to sent the report
so it gets that it can actually get fixed.
BTW, I just got a response from Knud on the gcc list. There's a problem
handling the PDT8PST setting. We'll probably see a fix in the next libc
drop, athough he didn't say when this would be.
