Maybe yes. Maybe not. What explanation did you get? Is is responded:
[j:\tmp]help sys3
SYS0003: The system cannot find the path specified.
EXPLANATION: The path named in the command does not exist for the drive
specified or the path was entered incorrectly.
ACTION: Retry the command using the correct path.
This is exactly the response you should have gotten.

None of the above. oso001.msg needs to be in DPATH, which it will be for
a proper installation.
