John since you have so many things going wrong I suspect  
something is broken in your OS/2 system itself.   This  
happened to my old eCS 1.0 install: some things just don't  
work any more.   When I got eCS 1.1 going, they start  
to work again.   Maybe you should trash your base install  
and do the whole thing over.   Might take an hour, and  
be well worth your time
