There are several.  loaddskf is one of them.  dskxtrct is another. 
A better solution is to get zip files from: 
 <ftp://service.boulder.ibm.com/ps/products/os2/rsu/>

I doubt this.  It's more like a case of too much documentation that all 
looks the same and no master index.
