So far, I have been advised to use the RUN!.EXE program. 
I did hear from Rich who said: 
"I _think_ the problem is that you're not using the 'P' option too. 
If T'bird is like the other Mozilla apps, the system thinks it's a 
full-screen text-mode app and starts that type of session.  I'm surprised 
that you don't end up with a blank, black screeen when you run it.  Using 
'P' forces the system to start it as a PM app. 
BTW...  I'll be releasing a new version of Run! in the next few days.  
Along with other features, it will look for the most popular Mozilla apps 
& force them to start as PM apps without using 'P'." 
Well, I tried using the "P" option, but when I did, I got a window opening 
up stating "Cannot start etc." 
Hopefully the new version will help.
