Change what location? According to the directions, you are supposed to
add the Mozilla plugins directory to the install list. Did you do this?

Only if you put it in the wrong directory.

How do you know it disregards it?

See the following for one possible explanation why the xpt did not go
where you assumed it should:

You can always install the plugin manually. See the readme. All you need
to do is copy npswf2.dll to your Mozilla plugins directory and
nsiFlash.xpt to the components directory.
