English is relative.  Some of my best friends are Americans who pay their 
significant United State's taxes - FWIW - significantly more than my 
taxes; one's accent does *not* imply anything. 
 I am impressed that you know that the tech support is from 
Bombay or Beijing   
In my opinion, racism or any discrimination (whether explicit or implied) 
should not be on any mailing list - OS/2 or Windows or .........  Some 
time ago, a member of this list posted the word "Jap" on this list - well 
so much for "free speech"................. 
Sorry for the soap box, but I really do not like any kind of 
discrimination.
