If you have already, try running with the covers off. You may have a head
problem.

That's a good sign.

You probably need to disable some snoopers that don't work with today's
hardware. If you recall, we needed to do this to get you installed back
when.

I don't recall your answers to these:

Are you sure you disabled com2 in the BIOS?

What is the result of:

mode com2

Bad idea.

Bad idea #2.

Get the most recent version of com.sys with PCI support from the OS2 DDPak
site.

This is reasonable.

This has nothing to do with whether or now the modem will work in OS/2.
If you don't need modem support in WinXX, you might consider REM'ing this
out.
