You do need the v1.3.1 jar.  I use:  
 
8-10-01   7:37          48,752           0  comm.jar  
        48,752 bytes in 1 file and 0 dirs    49,152 bytes allocated  
   112,750,080 bytes free  
 
on this box, but this is not the only one that will work.  
 
Also, make sure jre\lib\javacomm.prp is correct for what you have  
installed.
