I answered my own question when I tried to run 1.6b. The file linked
below is GCC. It requires two files in:
http://download.innotek.de/gccos2/runtime/libc04fix1.zip
Without which Mozilla won't even try to run from an object.
The Warpzilla site doesn't mention this for 1.6b but does provide:
http://www.mozilla.org/releases/mozilla1.6b/installation-ports.html#ports_os2
