It's a stupid IBM trick. It's part of VAC and it either should be
distributed or linked in to the app. IBM often does neither. I've
attached a copy in case it's the find that can't be found. When it does
get installed, it usually gets installedto \OS2\INSTALL.

Move them all out of the way then rerun the FFST Setup.
