You were not being ignored. You were just forgotten. Free help is

As I've mentioned, I don't the builtin archive myself, so I only know some
of its failure modes. This is a new one to me.
I would check the Archive properties in the setting notebook. Perhaps the
pointer to the archive location is damanged.
Another thing to try is to move all the of files in \OS2\ARCHIVES
elsewhere, along with ALTF1MID.SCR and then run ARCINST. Perhaps there's
some form of corruption that's bothering ARCINST.
Have you checked for POPUPLOGS?
