Help please, I am over my head.

I am trying to contact 32.97.166.75.

If I run MTR I get the following anomalous result:

You see at hop 13 I am in the USA at Teleglobe but hop 14 drops me right
back to what is apparently the headend router on my DSL connection. After
that it keeps bouncing around.

If I run trace route I get:
