That's because you didn't ask for it. See the Bootable docs or
bootable.cfg:
; Add REXX support?
; Note: REXX support for command-line boot requires the file bos2rexx.exe
; To be present somewhere on the SEARCHPATH
; Note: See section DESTINATIONS for specifying the destination of the
files ; (e.g., CD or boot image)
REXX='NO'
There's are other ways to turn on REXX support such as srvrexx.exe which
is what CID installs use, but the only difference is the name. All the
exes do exactly the name thing, which is load rexxinit.dll.
