In eCS, it's the same place: Local System > System Setup > Locale >
Properties> Time. You need to check the 12/24 hour radio button. Close
the Properties window, then RMB and click Mark as Default. Don't try
this with the en_US object, but create another one for your location and
make the changes to that one.
